Description

Due to the Senate's failure, the lives of the citizens became difficult as rebellions in each region and warlords with misguided ambitions violently oppressed the citizens for their own power.
Carl, a senator and lieutenant general, was dispatched to maintain order in some areas while the National Guard, led by Marcus of Losa, suppressed a local rebellion. However, he took advantage of the chaos to amass wealth by having citizens pay taxes to him rather than the Senate, and began using this wealth to expand his own power.
Citizens who could no longer count on the protection of the state took up arms to defend themselves and rose up to fight against warlords with wrong desires.
Command a militia organized by citizens and help them escape oppression.
