Lib-Orsan

Description

LIB-ORSAN, application developed by the URPS liberal doctor in Bourgogne Franche-Comté, allows the census of the liberal medical resources available at the outbreak of an ORSAN plan.

Feedback from the attacks in Paris and Nice, it has emerged that the mobilization and coordination of spontaneous presentations of health professionals in emergency structures require a certain organization to achieve efficiency. It thus appeared necessary to imagine a tool for organizing and coordinating the liberal resources, allowing the information of professionals concerned, the organization of secure communication channels, the integration of resources available to reinforce hospital structures to delay as much as possible a possible saturation

LIB-ORSAN thus allows, according to the specialty, the sector of exercise, the volunteered expressed, to alert, inform, mobilize and organize the different teams available for an optimal integration in the local organization of the rescue plans.

 
LIB-ORSAN is based on:

- One or more administrator (s), enjoying all management and administrative privileges, including intermediate and user administrators;

- One or more intermediate administrators: local resources (practitioners, teams, SAU type structures, etc.) benefiting from the right to issue an urgent warning message: coordination and integration of liberal availabilities by the local SAU during a plan triggering ORSAN for example;

- Users, receiving via the application alerts, additional information on the evolution of the alert, instructions and conduct to keep.

 
LIB-ORSAN also allows:

- transmission of health alerts of all kinds, particularly epidemiological, national, regional and / or local;

- a solicitation and the census of volunteer doctors to urgently replace a doctor who would be brutally unable to practice and thus allow to maintain a supply of care and the durability of the firm.

 
LIB-ORSAN is part of a regional reflection initiated and led by the URPS Médecin Libérale in Bourgogne Franche-Comté regarding the place of doctors and health professionals liberal in situations of health crises and the development of a logic of reinforcement territorial health.
