The new credentials are requested from the Issuing IDA, which finally approves and issues credentials to the Citizen. The Citizen downloads the Verifiable Credentials locally to the telephone, allowing them to then be presented to a person who will carry out the verification using IDA Verifier, which also allows the ability to validate credentials without the need to have internet access or a telephone signal.
